A local homeless shelter gets denied a permit to move.
Tuesday night the Mattoon City Council denied PADS the documentation needed to expand to the 2000 block of Broadway Avenue.
The shelter is zoned commercial and the expansion would happen in a residential area.
City Administrator Kyle Gill says several residents voiced concen about having a shelter in their neighborhood.
PADS officials say their current facility doesn't have enough space.
Gill says the city is working with the PADS board on a different location at 14th Street and Richmond Avenue.
