According to the Douglas County Circuit Clerk's office, James Kestner has waived his preliminary hearing.
On September 26th Kestner was arrested for theft by deception.
He is currently the Chair of the Student Teaching and Clinical Experiences Department at Eastern Illinois University.
Authorities say he allegedly failed to register as a saleperson, before collecting money from investors for a documentary.
He also promised the investors they would receive their investment back plus 20% interest in six months.
EIU officials say Kestner is on administrative leave from his position at the university.
