A nationwide fad of dressing up as a clown and scaring people has made its way to Effingham. Effingham resident Amanda Smith said her daughter spotted a clown staring at her and flickering a light on her face Sunday. The Effingham police department said they went to the vacant home the clown was spotted and saw no evidence the clown was there. The clown activity could be kids playing a prank said Detective Volpi. If you spot any suspicious activity around your neighborhood you should call your local authorities.
