The city of Effingham is taking aim at recycling.
Mayor Jeff Bloemker is hosting a town hall meeting on Wednesday at 6 p.m. in city hall's council chambers.
Bloemker says several citizens have approached him about a city wide recycling program.
He also says starting the program will be easier said than done.
