State Senator Chapin Rose has introduced a plan that could affect financial aid for nearly a hundred and fifty thousand students. A student who receives a grant from the state would have to pay it back if they leave Illinois within five years. The proposal has a ways to go and could face challenges in a Democrat-controlled General Assembly.
