Now that fall is being pushed out by snow, officials try to decide what to do with falling leaves around Effingham's Lake Sara.
Effingham Water Authority Board member Jim Boos says the city will fine anyone $75 for blowing or disposing of leaves in Lake Sara.
Lake officials say burning is a popular method of disposing of the leaves.
Boos says while burning is permitted between eight in the morning and six in the evening, some individuals are bothered by the smoke.
