The standard fine for speeding up to 20 mph over the limit in Illinois will increase to $120 from $75. Those who go 20 to 29 mph over the speed limit will see their fine increase from $95 to $140. And drivers zipping along more than 30 mph over the posted speed limit will pay $160, a $55 increase. Most fines on traffic violations haven't increased in Illinois since 1992. We're talking about bed bugs. These pint-sized pests have been around for years, but recently have been making a big commotion among many American households and have even crawled into Coles County. Many of us know about bed bugs from the popular bed time story, but these blood sucking bugs are far from fiction. Charles Hildebrand met his first bed bug 22 years ago and says these pests are known to wear out their welcome. He says these bugs have been around for years and they bury their way into deep holes and crevices and feed on human blood. Experts say there are many myths about these blood sucking bugs; in fact, they didn't even get their name because they're found in beds, but because they're nocturnal creatures that feed only at night. Officials say the first sign of the bug is the bite. Experts say if people do find a bed bug infestation in their home, do not try and fix the problem by yourself, you need to immediately call an exterminator to fix the problem. On Wednesday, a new health center aimed at serving Coles County opened its doors for patients of all ages. Thursday was the second day that nurses and doctors helped patients at the new Coles County Community Health Center and so far they say its been a smooth process. They say it does not matter what your financial or health situation is they're there to help and won't turn anyone away, which is something residents say is a blessing for the community. At the new Coles County Community Health Center they treat patients just as if they were visiting a traditional doctor's office. Tammy Wedig, who's been a nurse for 18 years says no matter what your situation is they will never refuse health care to anyone. And for those who don't have insurance, she says they shouldn't worry about how they'll pay for their visit. Wedig says they'll have services for everyone whether they are newborns or seniors. She says they're still working on giving out vaccinations. If a patient does require a vaccination, they'll refer them to the county health department. From the groundbreaking ceremony last November, to today, Eastern Illinois University's Renewable Energy Plant has transformed over the past 10 months, turning from a pile of dirt to a multi-million dollar structure. But besides workers, few have seen the inside of the plant With these state of the art building materials and machinery, EIU Facilities worker Chad Weber says crews have been working non-stop to power up campus and the plant itself in a cleaner way. Cumberland County officials say if they don't receive the money the state still owes them, they'll be close to $400,000 in the red. They say if they do have to close the dispatch center and jail, Coles County's 911 center may have to respond to Cumberland County. Board members say if they have to cut the 911 dispatch center from their county, most likely the jail would close too. The Drew family is obviously relieved by the ruling because they say it will help keep Kaleb safe. But other families now say they're worried about the rest of the students' safety. While the Drew family is happy Chewy will be able to keep Kaleb safe , Villa Grove resident Karen Scott says she's now worried about her child's safety. Her 16-year-old daughter Krista goes to Villa Grove high school and is severely allergic to dogs. Nichelle Drew says in other cases like Kaleb's issues with allergies have been worked out by changing students' class schedules. Throughout the summer, police have been stepping up patrols after problems with vandalism in city parks. Police thought they solved the problem, that is until Thursday morning, when authorities found the city's skate park covered in eggs and oil. The Roundhouse Skate Park was built to help keep kids off the street and out of trouble, but now trouble's come to park. City officials say the damage was done some time Wednesday night. Mattoon resident Dakota Nelson says he visits the park about twice a week and he was shocked when he saw the mess. Besides some occasional trash or graffiti, officials say, to their surprise, they haven't had any problems with the skate park until now. In fact Mattoon Police Chief Jeff Branson says the park has actually helped the city because it gives kids something to do. But to keep the park clean and open, officials say they need your help finding the vandals. The students were sent home school sick on Wednesday from North Ward Elementary School, which has an enrollment of about 400 students. Interim school superintendent James Voyles says symptoms reported by the students include vomiting, diarrhea and abdominal pain, but no fever. He says the Douglas County health department was called in to investigate as soon as staff learned about the illnesses, and the department has been interviewing the parents of the sick students to find out their symptoms and eating habits. Recently EIU administrators announced an initiative to cut six million dollars in spending over the next two years to make up for major cuts in state funding. Departments across campus are now waiting to see just how much they have to trim. Everyday students head to these buildings to receive an education, but it's not just the students and faculty that keep the campus of Eastern Illinois University up and running. But with cuts happening across the board and state funds dwindling, these past few years have been a time to re-evaluate. Eastern President Bill Perry says it's a difficult challenge considering the drastic cut in funding from Springfield. They look like regular rubber bands on wrists but when they're taken off they can form into different shapes like animals. While kids can't get enough of them, parents tell News Watch they think this fad will quickly be banned from school. They say they are worried kids will trade and play with the bracelets while in class. Urbana Middle School Principal Scott Woods says the bands haven't caused any problems yetbut if any come up, they will be dealt with on an individual bases. Woods also says the easiest way to make sure the bands don't distract students ... is to keep them out of the classroom. Students are making their way back to Eastern Illinois University in Charleston. But as students prepare to kick off the semester, police prepare to kick up patrols. After what police call a relatively quiet summer, officers are busy gearing up for one of their busiest weekends of the year. Bennett says when students return they bring life to the city, but they can also bring some problems including batteries, fights and burglaries. Police say the biggest issue though is underage drinking. They say they'll keep extra patrols on the streets from now until Homecoming celebrations in October. The school year at Mahomet-Seymour schools could start with a strike. You see, Tuesday is the day teacher's contracts expire and a settlement has yet to be reached. Since June, the Mahomet-Seymour School District has been negotiating a contract for the 2010-2011 school year. But with contracts expiring, time is running out. Teachers say unless the school district offers them more, a strike is likely to happen. Mahomet-Seymour's Education Association Co-President, Joan Jordan, says they're asking for a five percent average increase in teacher's salaries to offset the price of rising insurance costs. School district representatives have only offered a two percent salary increase and a five dollar increase in insurance coverage. The school board and teacher's union will be back to negotiating Wednesday afternoon. This will determine whether or not school will officially start Thursday morning.
