If you haven't noticed gas prices are still on the rise! Locally, prices are ranging from $3.99 in Charleston to $4.19 in Marshall. President Barack Obama says Americans are getting hit twice. Once at the gas pump and once more by sending billions of dollars in tax subsidies to oil companies. Many congressional Republicans say cutting the tax breaks would lead to higher fuel prices, raising costs on oil companies and affecting their spending on exploration.

llinoisans who have unpaid traffic tickets or other bills could be in for a surprise when they get their state income tax refunds. A new law lets the state withhold tax refunds from people who owe money. Comptroller Judy Baar Topinka's office has notified more than 40-thousand people their tax refunds will be smaller or nonexistent because they haven't paid their tickets or water bills.

Illinois Lottery officials say the first day of online lottery tickets brought in more than 15-thousand dollars in sales. On Sunday, Illinois became the first state to offer the games of chance online. Lottery officials say they believe the pace of sales will be fast until Tuesday evening. That's when the Mega Millions drawing takes place. The estimated jackpot is 356 million. Those who want to play online have to register and verify their age. Other states are considering similar programs and are closely watching Illinois.

Gas Prices Affect Farming

Gas prices are climbing closer and closer to the $4 mark.

Today the national average for the price of a gallon of gas increased a penny to $3.89. Experts say that's the highest ever for this time of year.

The Coles County Farm Bureau says the high price at the pump could cause problems for farmers this season.

She says that’s because transportation is one of the biggest costs for farmers.

Some farmers won’t be as affected by the high gas prices because they bought fuel in earlier in the year when it was cheaper.

Still economists warn the rising costs of production for farmers can be passed on to consumers, meaning you could see an increase in the price of beef, pork and milk.

Charleston High School Security Changes

Charleston High School officials say security in the school has been on their minds for some time and they were already looking into making some changes before a lockdown in February. But after a student called in a gun sighting last month, officials say adding to current security measures became even more urgent. Superintendent Littleford says he doesn't have an estimate on cost yet but does expect all the improvements to be done by the beginning of next school year.

Polls Are Open

At 6:00 this morning the polls opened and voters began filling out ballots for this years General Primary Election. Officials say for the last five years voters have cast their ballot for the democratic presidential candidate so with no one to choose from this election year what is bringing Illinois residents to the polls? City officials say most of the issues here locally concern teachers, present and future. With so many future teachers in our area, Charleston Mayor,John Inyart, says voting here could have a big impact on results. If you haven't voted yet the polls will be open for another hour.

Tuesday March 20th marks primary election day in Illinois. And while the city of Effingham is getting the polls ready, they don't think they'll see much traffic come tomorrow morning. To find out where you can vote in Effingham, visit: www.co.effingham.il.u-s. For other locations, contact your county clerk's office. Polls close at seven. According to voting officials, the results could be announced as early as eight tomorrow night.
